Member state governments will be represented by Ministers and Secretaries of State from foreign, interior or European affairs ministries.
The summit follows the decision by France last July to dismantle illegal camps and to return Roma people to their countries of origin.
During his visit to Strasbourg on 19 October, Ban Ki Moon, the United Nations' Secretary General, urged European governments to seize the opportunity to "discuss the integration of Roma people in Europe."
He added: "Let this be the moment when governments reaffirm their commitment to the highest human rights standards for all."
